This article is about pre-revolutionary period of history of the societies on the Russian Far East and common principles of their cooperation. In the article were researched the regional policy for making some society organizations to act as a regional authority in the social, cultural and economic spheres. The author of article analyses the characteristic property of regional development and the interaction of regional community and authority. The results of research proves the existence of «administrative functions» of the civil society organizations and the successful administrative policy to keep the civilian population in the Russian Far East.
